20010 MINOR DIVISION BY-LAWS
The following is a list of proposed variations from UGSI Fast Pitch rules as developed by the board for the 2010 softball season. 1. There will be 6 innings per game and no innings to start after 1hr and 30 minutes. 2. Stealing allowed to second and third base. If the base runner is awarded first base due to a walk, she may steal second base before the first pitch is thrown. 3. After three walks in one inning, the coach will come in to pitch. Batters hit by pitch will count toward the three walks. The strike count is not reset, and the coach is allowed to pitch three pitches. If the batter does not put the ball in play, the batter is out. A player's at bat cannot end on a foul ball when the coach is pitching unless it is caught by an opposing player. 4. An 11” regulation softball will be used. 5. Regulation softball bats rated at BPF 1.20 will be used. 6. The pitching distance is 35 feet. 7. Maximum of ten defensive players. Infielders will be positioned normally along with four outfielders to be positioned on the outfield grass. 8. Minimum number of players to start a game is 7. 9. A half inning will last until either three outs are made or all batters have batted. Maximum number of batters is equal to team with most players. 10. 10th batter rule – inning is over once an out has been made or the catcher touches home while in possession of the ball. 11. Defensive ball control. Time is called when pitcher has possession of ball in 16 foot circle. 12. Bunting is allowed. 13. If hats are worn they must match. 14. Helmet rule - All players must wear their helmets until they reach the interior of the dugout. The players will be warned twice and the 3rd infraction will result in an out. 15. International tie breaker for all tied games at the end of regulation. Teams will send the last player to make an out in the previous inning to 2nd base to start their half of the inning. 16. A player may only pitch two innings per game. One pitch thrown in an inning constitutes a full inning pitched. If a game exceeds 4 innings a pitcher can then pitch 1 additional inning for a total of 3 innings. If a pitcher hits 3 batters in an inning she must be removed from pitching for that inning. She can remain in the game as a position player. If the same pitcher hits 6 batters in one game she will be ejected from the game. 17. Players playing up may only play the outfield and bat last in the lineup. 18. Slaughter rule. 15 after 3, 12 after 4, 10 after 5. 19. No overthrows at 1st. Runners not yet halfway to the next base shall return to previous base. 20. No doubleheaders on regularly scheduled game days. 21. Games to be rescheduled due to weather only. 22. Game will be called when temperature at beginning of game is below 50 degrees. 23. Lightning - 15 minute automatic delay. If managers don't clear the field they will sit out the next game. 24. Drive on infield and get suspended one game. 25. Detrimental conduct will result in one warning from umpire. If conduct continues manager/coach/parent will be asked to leave the field. If they refuse the umpire will halt the game and the offending team will forfeit the game. Notes: Hesitation rule will apply (Steal to second on walks and lead-offs). Catcher will have a free throw and steals only. Base runners will not be allowed to advance on overthrow. No stealing home under any circumstances. Lead-offs only after ball is out of the pitcher’s hand. Any hesitation made when returning to the original base or stealing by the time the pitcher receives the ball in the pitcher’s circle, the base runner will be called out.
